From 1 September 2025, the new Enveloppe Logistique Obligatoire ELO system will be mandatory at all French ports through which ro-ro freight is transported to the UK. This digital logistics package is intended to speed up customs clearance and ensure greater transparency at the EU's external borders.
The ELO system "Enveloppe Logistique Obligatoire" bundles important shipping and security information such as:
- the standardised security declaration (ENS),
- Customs declarations (e.g. export, transit),
- and, if applicable, veterinary data for goods subject to inspection.
A transition and test phase has been running since 28 April 2025, during which companies can voluntarily work with the new system. From September, use will be mandatory - even for empty journeys and vehicles without a load.
