The British government has issued a Design for the Border Target Operating Model which deals with the gradual introduction of full customs controls for so-called SPS goods (animal products and plant products).
Animal products and plant products are to be categorised into three different risk classes in future.
The import requirements are derived from the risk classification. Accordingly, prior notification or a health certificate are no longer required when importing SPS goods from the EU or another low-risk third country. Health certificates are to be digitalised step by step.
31.10.2023:
- The presentation of veterinary certificates and phytosanitary certificates will be mandatory for animal products and plant products with a medium risk.
31.01.2024:
- For animal products and plant products with a medium risk, controls (physical checks and verification of documents) are to be introduced at border control posts such as Border Control Post.
31.10.2024:
- Mandatory submission of entry summary declarations (safety and security declarations) for imports from the EU analogous to the existing procedure for imports from third countries.
