From 1 September 2025, ICS1 will be phased out and ICS2 will completely replace ICS1 with a completely new business process in accordance with the Union Customs Code.
From 1 September 2025, the next stage of the EU-wide Import Control System 2 (ICS2) will come into force - and will now also affect cross-border road transport. In future, freight forwarders and importers importing goods from third countries (outside the EU) will have to submit a complete electronic security declaration (Entry Summary Declaration, ENS) before the goods arrive. The aim is to recognise risks at an early stage and better protect the internal market. Missing or incomplete information can lead to delays at the border, detention of consignments or even penalties. Companies should review their processes, IT systems and partner networks now in order to fulfil the new requirements on time.
