The change is divided into two phases:
- The new CDS customs declaration service must be used from 10.2022 for Importdeclarations can be used. The previous Chief customs system can no longer be used from this date.
- The new CDS customs declaration service must be used from 04.2023 for Exportdeclarations can be used. The previous Chief customs system can no longer be used from this date.
As importers, your British recipients must first prepare for this change in order to be able to continue to declare imports from 1 October 2022, regardless of whether they declare themselves or have them declared via a customs agent.
As part of the introduction of the new customs software, the handling of customs and import VAT deferment accounts will be revised.
Therefore, all importers, even if they use a customs broker, must take measures:
- Registration with the CDS customs declaration service using the EORI number, the Government Gateway User ID and the Unique Tax Reference (UTR)
- Set up a customised payment method for customs and import VAT
- Instruction and authorisation of the customs agent
The British customs authorities would like to point out that it can take several weeks to register and move to the CDS customs declaration service.
It is therefore recommended that UK importers act quickly to avoid delays or disruptions in the supply chain from 1 October 2022.
